What Checks & Balances "The Deep State"?

Peter Dale Scott has coined the term "Deep Politics" to describe the hidden features of the government.  He describes his concept of The Deep State in this video:

The war on drugs benefits the public state and deep state.

The public state of Drug Enforcement Agency, local police & prison guard employees can grow their sphere of influence thanks to "legal" civil rights violations including home invasions and imprisonment of people who grow or trade plants.

The deep state (i.e. CIA and military black operations) benefit from artificially high illegal drug prices as profits from these sales provide valuable income for their off-budget items.

Despite the unchecked apparatus of the DEA (allegedly the "public state") Scott maintains the biggest threat to taxpayers are the policies of The Deep State.  Taxpayers can't vote for people to run the DEA but at least they know the names of those in charge.  The Deep State maintains a semi-secret and confusing tie to the public state.

We are left to our own creative devices to check the power of these secret influencers.
